The Chittagong Port Authority (CPA) has postponed the tender process for appointing a contractor to operate the Kamalapur Inland Container Depot (ICD) in Dhaka for five years. The tender has been suspended for one month.
This information was shared in a letter signed by Enamul Karim, Director of CPA’s Traffic Department, on Wednesday, June 25.
According to the earlier notice, the tender was first invited on April 7, 2025, under the ‘One Stage Two Envelope’ method. However, it has now been suspended due to “unavoidable reasons.”
In this tender process, interested companies were required to submit both technical and financial proposals separately. Only those who passed the technical evaluation would have their financial proposals considered.
CPA sources said that the tender document was priced at Tk 25,000, and the tender security amount was set at Tk 1.6 crore. The submission and opening of tenders were scheduled for May 7, 2025.
The ‘One Stage Two Envelope’ method is a tendering system where both technical and financial proposals are submitted in separate envelopes at the same time. The technical part is reviewed first. If it meets the required standards, only then is the financial offer opened. This method is used for complex and large projects to ensure quality and is officially recognized as Method-4 under the Government Procurement Rules.
